Previously he was a Senior Fellow at the NORC at the University of Chicagowhere he implemented rigorous program evaluations for MCC and DfIDand developed alternative approaches for the institutional development of think tanks.<\/p>\n<p>He joined NORC in 2007 after 30 years at the Urban Institute and three years as the Department of Housing and Urban Development\u2019s Deputy Assistant Secretary for Research and Evaluation during the Carter Administration.<\/p>\n<p dir=\"ltr\" style=\"text-align: left;\">He has had major resident, team leader assignments on technical assistance projects in Indonesia, the Russian Federation, Hungary, and Egypt.During the 7-years in Russia his project made very substantial gains in shifting the housing sector to a market footing. Among other achievements, the design for housing privatization was finalized, mortgage lending introduced, a means-tested housing allowance program implemented to cushion the burden on lower income families of rents rising to market levels, and succeeded in establishing the maintenance of multi-family housing by competitively selected firms in all major cities.<\/p>\n<p dir=\"ltr\" style=\"text-align: left;\">Dr. Struyk has published extensively in development journals and has authored about two-dozen books.<\/p>\n<p style=\"text-align: left;\">.<\/p>\n<div><\/div>\n","protected":false},"excerpt":{"rendered":"<p>Raymond Struyk holds a PhD in economics from Washington University in St. Louis and is now an independent\u00a0consultant on economic development issues.
